Nineteen of the Russian's 21 titles have been earned on hard courts
A revitalized Daniil Medvedev secured his initial championship for nearly 30 months with victory over opponent Moutet in the competition title decider.
The athlete, a former number one, has endured a torrid period, winning just one match at the major tournaments and suffering a difficult moment at the American major.
The player's varied form on the tennis tour - and difficulties with his serving in specific - caused him dropping out of the top ten and ultimately parting ways with long-term coach Gilles Cervara.
Currently collaborating with Thomas Johansson and Goetzke, he has steadily advanced in the recent weeks - peaking in a hard-fought 7-5 4-6 6-3 victory over opponent Moutet.
It is his first championship since the Rome competition and maiden on a hard surface from spring of that year.
The win also means he has won 21 titles at twenty-one different events.
"It's the first time I am participating in a competition with my two daughters together, so to win a trophy is really nice," commented ranked player Medvedev.
"This victory is in dedication of my younger daughter her name, because the first title I achieved when my first daughter Alisa was born was for her."
Medvedev, the past champion, had lost his last six finals, comprising in Halle earlier this year.
The player's retrieving play style and frequent emotional displays on the playing surface had led some to doubt if his capacity to play at the top level was finished.
However the 29-year-old has altered his approach in recent weeks, making an effort to advance forward and play aggressively, backed up by an improved service.
He fought back from a disadvantage in the first set against the tricky opponent, taking four of the concluding five points to take the lead.
Both players swapped service breaks in the middle set before the challenger, bidding for his initial tour championship, took control to create a final set.
The opponent saved four initial chances in a close deciding set before the Russian secured a break to 15 to close out the victory.
Appropriately, he earned the win with a point at the net, with his opponent incapable to manage a shot after over two and a half hours.
